Our Commitment

Safeguarding
at TYAS

At Taoyuan American School (TYAS), the safety, dignity and well-being of every student are our highest priorities. We are committed to providing a safe, caring, inclusive and respectful environment in which every student feels protected, heard and able to seek help.

Safeguarding is everyone's responsibility. All members of our community are encouraged to speak up whenever they are worried about their own safety or well-being or are concerned about another student. You do not need to be certain that something is wrong before sharing a concern.

Worried about a student?

Tell any trusted adult at school, or use one of our reporting forms. Every concern is taken seriously.

Report a Safeguarding Concern

If someone is in immediate danger, call 110 (police) or 119 (ambulance and fire). See all emergency numbers.

Our Response

What Happens After
a Concern Is Reported

Every concern is taken seriously. The exact response will depend on the information received, the student's needs and any legal reporting requirements. A person reporting a concern is not expected to investigate or prove what happened.

  1. 01 We listen and record An authorized member of staff records the information carefully and avoids asking unnecessary or leading questions.
  2. 02 We check immediate safety The safeguarding team considers whether anyone needs urgent medical care, supervision, separation, emergency assistance or another immediate protective measure.
  3. 03 We assess and report The concern is reviewed by the appropriate safeguarding personnel. When required, TYAS reports the matter to the appropriate external authority within the legally required timeframe.
  4. 04 We provide support This may include a trusted-adult check-in, counseling, health support, supervision changes, safety planning or referral to an external service.
  5. 05 We follow up The school records decisions, monitors safety and reviews whether further action or support is needed. Safeguarding and disciplinary action are considered separately, and privacy rules may prevent the school from sharing another person's confidential information or disciplinary outcome.
Our Commitments
  • We will take concerns seriously.
  • We will respond as promptly as possible.
  • We will prioritize student safety and well-being.
  • We will share information only when necessary to protect students, provide support or meet legal responsibilities.
  • We will not tolerate retaliation against anyone who makes a good-faith report.
  • We will continue to support students after the initial report.
Prevention & Protection

Keeping Students
Safe Every Day

TYAS takes all reasonable measures to minimize the risk of harm to students, and acts on every concern in line with the procedures set by the appropriate Taiwanese government agencies. Our Child Safeguarding Policy applies to all students, employees, parents, contract workers and external providers.

Child Protection

TYAS is located in Taiwan, where the school complies with and supports child protection as the Republic of China (R.O.C.) government requires. TYAS also recognizes internationally accepted safeguarding expectations, including those of the International Taskforce on Child Protection (ITFCP) and the International Centre for Missing & Exploited Children (ICMEC), while remaining cognizant of the legal context of Taiwan.

Our definition of a safe child is based on the United Nations Convention on the Rights of the Child (1989):

  • Every child has the right to be safe from harm, and those entrusted with the care of children are required to create and provide a safe environment for them.
  • Every child has the right to be protected from physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse.
  • A safe child is not exposed to any form of discipline involving violence.
  • A safe child has the freedom of expression and religion.
Anti-Bullying

Bullying is any repeated, intentional behavior by an individual or group that causes harm, distress or fear to another person. It can be physical, verbal or psychological, and can happen in person, online or through other forms of communication.

Bullying, discrimination and harassment are strictly forbidden at TYAS. This includes conduct directed against anyone because of their ethnic origin, religion, age, gender, color, disability or sexual orientation. Our Anti-Bullying Committee develops and implements anti-bullying policies, runs regular training for staff and students, supports those affected and investigates reported incidents.

If you witness or experience any form of bullying or discrimination, please speak up and help us maintain the high standards of conduct expected at TYAS.

Emotional Well-being

A student's emotional health is just as important as their academic success. TYAS has dedicated policies and supports for mental health and suicide prevention. Our Emotional Well-being Specialists work closely with students, teachers and families to provide early support, counseling and resources for those who may be struggling.

Emotional well-being is part of the classroom experience through advisory programs, workshops and awareness activities. When needed, we connect families with external counseling and community resources.

Safer Recruitment & Staff Conduct
  • Every employee provides a criminal background check from each country where they have spent more than three months.
  • Original qualifications, licenses and certifications are authenticated before employment.
  • Every candidate provides at least two professional references from direct supervisors, including one from their current employer.
  • All candidates and employees agree in writing to the TYAS Child Safeguarding Policy.
  • Inappropriate relationships between adults and students are expressly forbidden, and teachers do not connect with students on social media until they graduate.
Safe Campus, Arrival & Departure
  • A guard staffs the front entrance, and no other entrances are left unlocked during the day.
  • Visitors sign in and out with the guard, present a valid ID, wear a visitor badge and are accompanied at all times.
  • Students and teachers sign in and out at the main entrance.
  • Each student has a designated pick-up person. Any other arrangement must be authorized in advance at the administrative office, and students may not change buses without written parental authorization.
  • Planned and unplanned earthquake and fire drills are held regularly, and the campus is inspected by local authorities.
Field Trips & Events
  • Risks are assessed for every event and field trip, on and off campus.
  • Teachers are assigned to supervise specific groups, and no student is left unsupervised.
  • At least one staff member of the same gender as the students attends every field trip.
  • All TYAS rules and policies apply off campus.
  • The safeguarding practices of partner organizations are assessed before we work with them.
Learning to Stay Safe
  • Elementary School students meet weekly, and Middle and High School students monthly, to discuss topics such as road safety, bullying, relationships, the right to say no and health.
  • Online safety and self-protection are part of the computer curriculum at every school level.
  • Health education, including emotional well-being and mental health, is taught through physical education in Grades 1–10 and through science in Grade 11.
  • Character development runs through school life, including the Elementary School Super Cub Values and the Middle School Honor Points systems.
Partnering with Families

Each year, families sign the Parent-Child Safeguarding Policy Receipt, agreeing to:

  • Support the Child Protection Policy and the policies in the TYAS Parent/Student Handbook.
  • Be present at home in Taiwan or, if they must leave, arrange a caretaker with full authority to act for the parent, and give the administrative office a signed notice with the caretaker's emergency contact details.
